I use LinkedIn Sales Navigator to get a list of hiring managers in my niches. Whenever these decision makers post, I consistently comment on their posts. Some posts go viral on LinkedIn and have 1000s of comments, but most get less than a handful of comments. If you comment on the posts of hiring managers at the clients you are targeting, it will drive inbound inquiries from these hiring managers.
